Kyiv, Ukraine, 2012 - UN Women is implementing the Programme “Increasing Accountability in Financing for Gender Equality (FfGE) – EU/UN Partnership on Gender Equality” (2011-2015) funded by the EU and Spain. The programme aims at increasing the volume and effective use of aid and domestic resources to implement national commitments on gender equality and women`s empowerment. It is implemented in close partnership with the European Commission (EC), ITC/ILO building on the results of collaboration in the area of gender responsive budgeting and aid effectiveness.

The programme aims at increasing the volume and effective use of aid and domestic resources to implement national commitments on gender equality and women`s empowerment. It is implemented in close partnership with the European Commission (EC), ITC/ILO building on the results of collaboration in the area of gender responsive budgeting and aid effectiveness. During Programme implementation in 2012 the following positive results were achieved:

  • UN WOMEN Programme provided expert and technical assistance while drafting and designing the Concept and project of the State Programme on Ensuring Equal Rights and Opportunities for Women and Men for the period till 2016 By the Order #1002 from 21.11.2012 the Cabinet of Ministers of Ukraine approved the Concept of State Programme on Ensuring Equal Rights and Opportunities for Women and Men for the period till 2016. The nearest time the State Programme should be adopted and financial resources should be allocated from the state, local budgets and other sources.
  • In partnership with Friederich Ebert Foundation the series of trainings were conducted in Poltava and L’viv to mobilize gender equality advocates, CSOs, including women’s organizations and local government to ensure response from governments and donors to address financing gaps in planning and budgeting decisions on gender equality.
  • The series of trainings were conducted for the employees of the Ministry of Social Policy, Ministry of Economic Development and Trade, Ministry of Finance of Ukraine, Ukrainian Parliament Commissioner for Human rights to upgrade knowledge/capacity in mainstreaming gender in socio-economic programs, aid coordination and budget.
  • 27-28 November 2012, Kiev, Ukraine -Conduction of the Multi-Stakeholder Meeting “Accountability for commitments on gender equality and women’s empowerment in the context of global development and aid effectiveness frameworks and reform”. The Multi-Stakeholder Meeting aimed at raising mutual awareness among government officials, gender advocates and CSOs on commitments to increase the volume and effective use of aid and domestic resources to implement gender equality and women’s empowerment policy. Representatives of the government aid coordination units, national women’s machineries, gender equality advocates and donor organizations from Ukraine, Moldova, Kyrgyzstan and Tajikistan, and UN Coordination Officers took pat at the meeting.
  • Continuing Friederich Ebert Project, UN Women supported of Gender responsive budget (GRB) lobbying campaigns in 4 cities of Ukraine, more specifically:

1) “Gender budget as the improvement tool for family doctors working under the agreement conditions”, Poltava, Komsomolsk

2) Gender mainstreaming into “City Target Social Programme on Educational Activities in Out-of-School Hours for 2013-2015”, Zhitomir, Ukraine

3) “Increasing of Quality of aesthetic education of schoolchildren in correspondence to youth’s needs”,Chuguev, Kharkiv

4)Iodine deficit problem solving among pregnant women in Lutsk”

As the result the local governments in four cities have acknowledged GRB as an instrument to increase efficiency of local budgets allocations. Recommendations were included in correspondent regional social-economic programmes with finance allocations from local budgets.

  • In order to strengthen capacity and accountability of donors and stakeholders in aid coordination mechanisms to achieve commitments towards gender equality in Ukraine the gender responsive analysis (Mapping Study) of donor aid in relation to national gender equality commitments was conducted. Public disclosure of the monitoring results is planned for February-March 2013.
