On 14 February 2007 the Workshop on Aid Coordination and Paris Declaration was jointly organized by the United Nations Office in Ukraine and Ministry of Economy of Ukraine. The workshop was aimed at presenting the Paris Declaration and its implications, focusing on the opportunities and implications when Ukrainian Government signs up, discussion of responsibilities of donors emanating from the Paris Declaration, and assessing the status of Ukraine in terms of aid coordination.

The half-day workshop was attended by almost 50 representatives from governmental authorities and donor community, including UN agencies, EC, SIDA, DFID.

The workshop was opened and facilitated by Ms. Liudmila Musina, Deputy Minister of Economy and Mr. Francis O’Donnell, Resident Coordinator of the UN system in Ukraine, followed by presentation on the status of Ukraine in terms of aid coordination, activities of the Donor-Government Working Group made by the Director of the Department for Coordination of International Technical Assistance (DCITA), Mr. Brodsky. Among initiatives conducted in 2006 by DCITA and donor community the following were marked out: First Donor Conference in January 2006, regional seminars on aid coordination organized in Kyiv, Lviv, Luhansk and Odessa, creation of the website on ODA coordination.

Second Workshop Session were dedicated to the Paris Declaration and was opened with the speech of Ms. Helene Chraye, Head of Operations, Delegation of European Commission, on EC implications and implementation of collective commitments on harmonization and alignment adopted by the Paris Declaration, followed by presentation made by Ms. Daša Šilović, Policy Advisor, Capacity Development Group, UNDP Bureau for Development Policy (New-York).

Participants agreed to explore the issue of adoption of the Paris Declaration to the Ukrainian context during the second Donor Coordination Conference to be held on 27 February in Kyiv. It was also agreed to study and work further on the initiatives of organizing a regional consultations to exchange the best practices and experience and study lessons learnt from other countries, and to establish a joint assessment mission to assess the capacity of donor coordination and management unit of MoE/DCITA in order to further support the Government in aid coordination and effectiveness. Activities of donors will be also intensified to help organizing meetings of thematic Groups and Subgroups and ensure their operationalisation.
