A Stronger Effort to Consolidate Democracy in Politics, Economy, and Society is Urged

27 February 2007. Kyiv, Ukraine. The Second Annual Donor Conference was organized by the Ministry of Economy of Ukraine with the support of the United Nations Development Programme (UNDP) and UK Department for International Development (DFID).

Bringing together more then 120 representatives of the government and donor community, this Conference was aimed at studying Ukraine’s annual aid coordination process as well as considering perspectives and plans for 2007. Presentations on the outcomes of the international assistance coordination and its impact on improving aid effectiveness were made by the Department for Coordination of International Technical Assistance, Ministry of Economy of Ukraine.

Having United Nations as one of key actors in aid coordination activities, UN Resident Coordinator in Ukraine Mr. Francis O’Donnell gave a keynote speech at the Conference opening, thanked to Government for the appreciation of UN efforts and welcomed initiatives of the Ministry and the donor community organized since the First Donor Conference (January 2006). Those activities included the regional seminars on aid coordination in Kyiv, Lviv, Luhansk and Odesa, launch of ODA web-site and joint workshop on Aid Coordination and Paris Declaration supported by the UN. It was also announced that the capacity needs assessment mission on aid coordination and effectiveness will be deployed in March-April 2007 by Ministry of Economy and UN. The donor community was invited to support the mission.

Mr. O’Donnell stressed that UN in Ukraine is ready to further continue support and to be actively involved in implementation of 2007 plans of the Ukrainian Government on aid coordination and effectiveness and provide further technical assistance and other resources available. He mentioned that relevant policy recommendations in the areas of institutional reforms, civil society empowerment, health care and services, HIV/AIDS and poverty alleviation were prepared by the UN system in Ukraine and submitted for consideration to the President of Ukraine, Prime Minister and Chairman of Verkhovna Rada of Ukraine. The recommendation of the UN agencies essentially call for a stronger effort to resolve constitutional quandaries, and consolidate democracy in politics, economy, and society. Also, in the frameworks of this Conference, meetings of the newly established Thematic Working Groups were conducted and chaired by the senior representatives of the sector ministries and co-chaired by lead donors. Those Thematic Groups include “Support to Economic Reforms”,Raise of Life Social Standards”, “Support to Institutional Reform and Governance”, “Networks”, “Energy As the lead donor, the UN representatives have participated in the working group meetings on “Raising Social Standards of Life” and such sub-groups as “Social Security and Pension System”, “Health Care”, “HIV/AIDS”, “Drug Control”, “Human Rights and Gender Equality” and “Support to Civil Society and Media”.

The Conference was concluded by the closing remarks of the Minister of Economy of Ukraine Mr. Volodymyr Makuha, who answered the questions along with other participants of the event.
