The mandate of Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression was established by United Nations Commission on Human Rights, in resolution 1993/45, and extended by the Human Rights Council by its decision 1/102.

Mr. Ambeyi Ligabo, a Kenyan national, was appointed Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression by the United Nations Commission on Human Rights in August 2002. Before joining the Ministry of Foreign Affairs of Kenya, in which he has been holding key positions in the multilateral sector for several years, he was a renowned free lance writer and journalist in his country.

There are now over 40 thematic mandates of the Commission on Human Rights. In pursuance of these mandates, each special rapporteur, special representative and independent expert, deal with major problems related to human rights violations (such as, violence against women, torture, extra-judicial executions, racism, and failure to respect several rights and freedoms). There are also approximately 15 special rapporteurs who investigate a whole range of human rights issues within a single country. All these experts are unpaid and generally employed in the legal profession, the academic world or other related fields.

On-site visits are an essential component of the Special Rapporteur’s mandate in order to assess in greater detail the state of protection of the right to freedom of opinion and expression and, where appropriate, to make recommendations for its improvement. To fulfill his mandate, the Special Rapporteur plans to meet with representatives of the Government, inter-governmental and non-governmental organizations, local and international journalists, professional press associations, as well as persons who may wish to meet the Special Rapporteur in his official capacity in order to discuss issues related to the enjoyment of right to freedom of opinion and expression in Ukraine, including cases of discrimination against persons in the field of information.

The Special Rapporteur Mr. LIGABO will prepare a comprehensive report on the findings of his mission to Ukraine, including a list of conclusions and recommendations to be presented to the Human Rights Council.
