The Global Compact was set up in 1999 by the United Nation Secretary-General Kofi Annan in recognition that governments alone are not able to solve challenges of globalization. Today it is an international network of companies, governments, UN agencies, NGOs and labour organizations working together to generate inclusive economic development. Global Compact members in over forty Global Compact national networks focus on 4 key areas of action: anti-corruption, environmental sustainability, human rights and labour standards. Business practice in these areas is governed by a set of 10 principles which companies signing the Global Compact agree to adopt in their day to day operations. The social and political legitimacy of these principles is universally recognized, thus giving the Global Compact a leading edge.

Kofi Annan: “the Global Compact, to which the international business community… has responded with such enthusiasm … is now the world's leading corporate citizenship initiative, involving more that 2,400 companies, in nearly 90 countries”.

The launch of the Global Compact in follows on from a series of activities promoting Corporate Social Responsibility (CSR) organized by the UN system in . These include a national survey of attitudes to CSR in businesses in and the high-level CSR and Global Compact Forum held in December 2005. This was the first platform of its kind to successfully bring together 70 participants from key institutions involved in CSR in Ukraine.
