Independent Experts Assessed Needs of Ukraine on Aid Coordination 6 June, 2007. Kyiv, Ukraine. Today the independent experts successfully completed the assessment of capacity needs on aid effectiveness, coordination and management in Ukraine. The joint assessment mission was deployed by the Ministry of Economy of Ukraine and United Nations Office, supported by the Canadian International Development Agency and the UK Department of International Development. The group consisted of the senior experts on Paris Declaration, capacity development, organizational management, donor policies and public financial management including Mr. Anthony P. Costanzo, Mr. Ralf Maurer, Mr. Daniel Dobrovoljec and Mr. Samim Cilem. The mission was coordinated by Ms. Ruken Tekes Calikusu, UN Coordination Specialist, and Ms. Astrit Schnitzer, UN/UNDP Programme Specialist (NY). Ms. Svitlana Nigorodova, Government Expert on donor policies and practices, Ms. Olesya Oleksiychuk, Government Expert on normative frameworks have contributed to the work of the team.

On May 29 – June 6, the members of the mission met with senior representatives and leading experts from Ministry of Economy, Ministry of Finance, Ministry of Foreign Affairs, Secretariat of the Cabinet of Ministers, over 23 representatives of Ministries and state authority bodies, as well as Representatives of the UN Country Team in Ukraine. Moreover, the group discussed the current aid architecture with the United States, Swedish, Canadian, Swiss agency for international development and the Delegation of the European Commission to Ukraine along with the embassies of the United Kingdom, Germany, Japan, and Korea, think tanks and non-governmental organisations.

Meeting with the officials and the representatives of the donor community, the experts reviewed and analysed the aid flows and the aid coordination architecture in Ukraine, assessed capacity needs of the relevant Government counterparts for aid effectiveness, coordination and management and identified constraints and opportunities for the Paris Declaration implementation.

The last day of the mission, the experts participated in the workshop “Implementation of Paris Declaration at the country level: making global commitments work locally” and presented the preliminary findings of the assessment to the Government and donors.

The final Report on Aid Coordination and Management in Ukraine will be submitted to the Ministry of Economy and the UN in Ukraine in 20 June 2007. Based on the results of this mission, the report will contain situation analysis and recommendations for short, medium and long term recommendations for efficient aid coordination and management.
