Investments into increasing access to quality education to ensure Ukraine’s social development, experts say

education-logo.jpg 23 May 2008. Kyiv, Ukraine - In September 2000 at Millennium Summit in New-York Ukraine signed theMillennium Declaration”. When signing the Declaration Ukraine took upon the responsibility to achieve Millennium Development Goals in the sphere of development by 2015 in six different directions: poverty reduction, providing of life-long quality education, sustainable environmental development, improvement of maternal health and children mortality reduction, fighting HIV/AIDS and tuberculosis and promotion of gender equality

Millennium Development Goals for Ukraine are 6 goals and 13 tasks for long-term perspective, adapted taking into account the peculiarities of our country’s national development. In order to achieve these goals and desired level of development, such economics policy needs to be integrated that would improve the welfare of all Ukrainian people.

Thus, increasing access and quality of Ukrainian education has to become the priority of state policy in Ukraine. The issues connected with this question have become a topic for discussion during press-club meeting conducted by UN Office in Ukraine in the building of National Journalist Union of Ukraine.  

The participants of the meeting made a conclusion that in leading countries investment into so called human capital is considered to be the most beneficial, and the perspectives of economical and social growth are fairly connected with quality of education.

Those countries and societies that take care about future actively invest money and efforts into education and studies, try to always be a step ahead of the time because in modern world knowledge and technologies become outdated extremely rapidly. According to experts’ evaluation today the actuality of knowledge obtained by a person every year reduces by a quarter and the world is developing faster and faster.

In order to provide access to quality life-long education for each citizen, Ukraine in the framework of Millennium development Goals committed to completing the following tasks by 2015:

Increase the level of educations spread

The existing network of educational establishments guarantees the constitutional right for each citizen to receive free and quality education.

In the period since 2001 till 2006 the amount of people who receive education on all levels, increase qualification and go through preparation has increased.

At the beginning of 2007 20,4 thousands of educations institutions existed on the territory of Ukraine, including 14,0 thousand – in rural localities (16.8% from overall quantity) that were attended by 4.93 mln of students and 17.2 millions of pupils. In academic year 2006/2007 387 thousand of first-graders started their studies which is 5 thousand less than in previous year and 211.5 thousands less than in 2001.

Increase the quality of education

Quality of education is mostly measured by knowledge in the sphere of information technologies. The special attention is granted to computerization of the learning process. Overall the equipment of educational establishments of I-III levels of accreditation by a computer classroom in the country has increased from 54% in 2004 to 73% in 2006, 65% of schools were equipped with a computer classroom, 40% of schools were connected to Internet (in 2005 there were only 15%).

The priority direction in development of higher education in Ukraine is integration in world and European educational world. Accession of Ukraine in 2005 to Bologna process caused important changes in the system of higher educational establishments in Ukraine.

As for the accessibility of higher education than, maybe, the problem could be solved by external independent testing. Already this year the entrance to educational establishments will be implemented based upon the results of testing on equal conditions for all.

According to the assessment of Ministry of Education of Ukraine today the network of higher educational establishments needs further changes. For instance, the network of higher educational establishments in Ukraine for 46 million of people counts up to 904 institutions of all levels of accreditation and forms of property, while in developed countries with this population number their quantity doesn’t exceed a hundred.

The time has come to revise the network, the criteria of which has to be the scientific component, to provide the accordance of the network of higher educational establishments to the needs of economy and society.
